## The contribution meritocracy: Sticks/Philip's position, and where the sky and the data put its stages

**Eir position, in eir words reworded.** A meritocracy based on each person's creative and exploratory pursuits, and on how much those pursuits offer to the collective experience or to the collective's potential for chosen experiences, will be implemented. Not necessarily soon, but along the line. First comes a universal basic income. Then a meritocracy that allots resources a person can use to improve the quality of life for themselves and for everyone their creative and exploratory pursuits have the potential to affect; based on their previous contributions, they get more resources. That is eir stated position, carried here as eir position and kept separate from what the sky and the data compute.

**What is measured now (15 Oct 2026).** No national universal basic income exists anywhere. In the United States, at least 72 guaranteed-income pilots have run in 26 states since 2020, paying about $335 million to nearly 30,000 people; 27 have reported preliminary results, and the coalition running them reports no reduction in work among recipients. New York City's "Cash with Care" pays 60 homeless youths $1,200 a month from December 2025. A 2024 costing of a poverty-line US basic income ($16,000 per adult, $8,000 per child, 50% marginal tax) puts the net cost at about 2.67% of GDP. The AI displacement figures that make the question live are in "The curve, measured": AI as 24% of announced US cuts, China's youth unemployment at 18.9%, 27% of US adult internet users in significant emotional contact with AI.

**What the sky already in this document says about the stages.** The forecast does not add new sky events for this; it reads the ones already placed.

**Eir timing.** Ey holds that these stages arrive earlier than the chances in this table imply. Read toward that, the earliest sky in the document for each stage is: stage 2 in the Saturn-in-Taurus window, 2028 to 2030; stage 3 at the Jupiter–Pluto conjunction in Aquarius, February 2033; stage 4 at the Handover, October 2040 to the end of Saturn's sidereal exaltation in Libra, 2043. Those three readings are carried in the ledger as claims 214 to 216, marked as eir position, with the forecast's own conservative chance beside each; the document's chances in this table are unchanged. The far-future section's estimate for stage 4 (2053 to 2062) is the forecast's conservative reading, and eir position is the earlier one.

**Where this sits against the rest of the forecast.** Stage 1 is already in the ledger (claim 107). Stage 2 extends claim 177. Stage 3 is the new claim; the sky signatures it rests on (Deneb Algedi, Libra at the Handover, Saturn's exaltation) are the forecast's existing signatures for law and fair weighing, read toward eir position. Stage 4 is eir position stated as a claim with the low probability that a 2044 horizon deserves. The shadow of every stage is the same and is already named in Period 7 and Period 8: a scoring system that allots resources is also a scoring system that withholds them, and the Uranus-square-Eris anger of 2038 to 2039 and the "sovereign overturned" of 2039 to 2040 are where a contribution ledger run by the wrong hands would show. The liberatory expression is the one ey describes: resources following demonstrated contribution to the collective's chosen experiences, with the basic income as the floor nobody falls through.

**What would be measured along the way.** The number of people under unconditional cash programs (now about 30,000 in the US); the first national enactment; the first state scoring contributions for allocation (the Albania procurement-AI appointment of 2025, recorded in the v12 archive, is the earliest measured instance of a machine holding an allocation role); the share of income not from wages (claim 195).
