European Union — forecast view
2029: superintelligence, verification, and restructuring
The first half contains two explicit security-and-governance tests: confirmed state-actor theft of frontier weights between 3 February and 30 June, and a frontier-AI agreement with inspection or verification signed by the US, China, and EU by 30 June. A treaty with no practical verification would not meet the stronger claim. Verification performed entirely by the systems being assessed would also leave a substantive accountability problem.
2029: superintelligence, verification, and restructuring
The institutional map includes pressure for Federal Reserve governance change, eurozone monetary reform, and restructuring at Amazon and Meta. The wider political forecasts concern a US constitutional confrontation over executive or electoral authority, a possible UK reorientation toward Europe, and leadership shocks in Nigeria, China, and Indonesia. Those narrower national claims remain separately scoreable; ordinary turnover is not evidence of a common planetary institutional collapse.
2030: language becomes infrastructure, and human making acquires a new value
The concrete regulatory forecast is a binding frontier-model licensing regime, defined by compute thresholds and inspection, operating in at least two of the US, China, and EU by year-end. A related 2030–31 test is a formal alteration to the eurozone's monetary framework. Model interoperability, encryption, sovereign compute, and appeal against automated decisions become practical public-policy questions. Education must assess reasoning and work performed with machines; healthcare depends on intelligible exchanges and reliable handoffs among systems.
2036: the institutional fork
The corporate and institutional tests remain concrete: Meta's major restructuring, a possible EU treaty re-foundation or member exit in 2035–37, and continued changes to compute, energy, and liability arrangements. A state can undergo constitutional or governmental transformation while continuing to exist. The forecast's real concern is the arrangement of power, not the metaphysical expiry of a founding chart.
2037: rebuilding through care
The useful reform coalition is increasingly organized around care. Medical-agent licensing across the EU and US by the end of 2038 is a retained institutional test. A service is valuable when it continues to work in an ordinary home or clinic, including the difficult cases that demonstrations omit.
2043: refusal, decentralization, and repair
The European and UN forecasts reach decision windows: the source retains a major Maastricht-order or eurozone rupture and a successor UN charter by the end of 2044. India's Uranus-to-Sun window begins in October and extends into 2044. The question across these cases is whether institutions can change their rules without making belonging dependent on submission.

INSTITUTION | GRADE A* | S13
Maastricht effective; midnight CET Brussels convention. UTC 1993-10-31T23:00:00.
The Maastricht-effective chart has a Scorpio Sun, Aquarius Saturn, and a tight fixed configuration involving Moon,
Mars, Saturn, and Pluto. Zephyr reads a demanding relationship between shared authority, institutional constraint,
public expectations, and sovereignty. Brussels midnight is an inception convention, not proof of a single physical
signing event.

Selected natal aspects: Moon opposition Mars, orb 0.23°; Moon opposition Pluto, orb 0.43°; Mars square Saturn, orb 0.46°.
2028-2029: Pluto square Sun. Shared authority, regulation, financing, and strategic autonomy face a structural
conflict. AI governance can become a vehicle for either public protection or costly fragmentation. Watch actual
enforcement and capacity to deliver.
2038-2039: Pluto conjunct natal Saturn. This is the principal treaty-and-institution window. A redistribution of
powers, shared financial obligations, or redesigned membership arrangements is plausible. It could strengthen
integration in some areas and devolve it in others.
2041-2043: Uranus square Sun; Neptune opposite Sun. The revised arrangement encounters autonomy
demands and a credibility test. The decisive question is whether shared rules produce security, representation, and
material benefits rather than mere administrative reach.
Reconstitution is a broader and more defensible forecast than dissolution. A different treaty layer could become
dominant without every prior institution disappearing.
