2031 — The Aquarian Transition
2031: defining authority and opening the door to the Binding
The five-pass Jupiter–Saturn opposition series ends in October. Its political meaning in the forecast is an argument reaching decision: who is responsible for delegated intelligence, who has the right to refuse it, and which obligations can actually be enforced?
The year combines continuing technical advances with disappointment over economic returns and protection. Public purchasing, worker representation, courts, and standards bodies become levers for directing the transition. Patients demand reasons they can understand and recourse when automated advice fails. Research competition increasingly concerns laboratories, infrastructure, and the ability to complete investigations rather than model branding alone.
The source's high bar for science is a result changing a standard model in physics, cosmology, or biology, with an autonomous system as principal discoverer or first author and confirmation within the year. Its commercial tests include the continuation of architectural succession, a major Indian frontier-model or compute announcement, an Oracle restructuring window extending to December 2032, and a record year for handmade and artisan sales on major platforms. The scientific and artisan forecasts express the same transition from routine processing toward discovery, choice, and distinct human contribution.
The direct political precursor to 2032 is publication of a draft Binding instrument in the fourth quarter. At this stage a text is only a text. The important content is the allocation of duties, standing, liability, access, and appeal that could survive implementation.
What would count: a publicly inspectable negotiating instrument, enforceable operator obligations, reproduced research, and durable changes to institutional practice. Ethical declarations without enforcement leave the settlement unfinished.

Era II. The settlement enters the body and the home: 2032–2038
The second era moves from managing information to arranging daily life. Care, birth, food, housing, energy, and bodily autonomy become the central applications. A powerful system is no longer judged primarily on how intelligently it speaks, but on whether a household receives support, a patient improves, a maker gains useful resources, or an excluded person can correct a decision.
